Having full root-level access signifies that you will be able to access and change any kind of file on a specific server, including all system files, and to change system settings or set up server-side software that may be needed by certain scripts and even offline applications to function efficiently. A server is accessed at the root level with a root user, who has full privileges to do any of the abovementioned tasks. The root user can also generate various other users. For safety reasons, you are advised to have a different account for everyday tasks and to use the root account only if you actually need to perform a particular task on your server. The root-level access function gives you full control of your server from almost any location, as long as you have the user credentials.

With no Control Panel at hand, you are able to access the server and update its settings and the content which you upload with a console, whereas with cPanel and DirectAdmin, you will use a graphical interface to manage everything related to your online content, and also most server-side settings. Of course, when you get a dedicated server without a Control Panel, you can install some third-party software instrument manually, as long as it supports the OS that you have chosen at signup.
